The Challenge: CGP served as the single point of oversight managing IPP’s external subcontractors across permitting & environmental, real estate, title curative, interconnection, owner's engineering, OFE procurement, finance, offtake, and EPCM, starting at interconnection application (after site control was established) and continuing through construction and financial close.  

CGP's Role 

  • Development management — Served as single point of oversight managing the individual subcontractors performing each workstream — permitting & environmental, real estate, title curative, interconnection, owner's engineering, OFE procurement, finance, offtake, and EPCM — so no subcontractor operated in isolation from the others. 

  • Generation interconnection — Led the interconnection application through Interconnection Agreement execution. Under ERCOT's adoption of IEEE 2800-2022, the Interconnection Agreement required the PV inverter-based resource to maintain dynamic reactive power capability down to 0 MW real power output — a more stringent standard than the prior 10%-of-nameplate threshold — which CGP coordinated directly with equipment suppliers to confirm could be met through inverter performance within standard operating procedures. 

  • Owner's engineering — Scoped and managed OE support through preliminary design, OFE procurement, EPC RFP development, and EPC design review. 

  • OFE procurement — Ran spec-through-award for BESS, main power transformers (MPTs), PV modules, and HV breakers, including bid packages, quote comparisons, and vendor contract administration (VCA), coordinating with the client's legal counsel on performance guarantees and testing requirements. 

  • Finance and offtake alignment — Coordinated directly with the sponsor's finance team on diligence items and alignment of the project and substation design with the offtake agreement. 

  • Independent engineering management— Managed IE reviews, reporting and closure of IE comments to support an efficient path to financial close. 

  • Executive reporting — Delivered recurring executive and stakeholder reporting to keep leadership aligned on schedule, budget, and risk status across both projects. 

Outcome: By serving as the single point of oversight across all nine subcontracted workstreams — rather than leaving the client to manage each subcontractor independently — CGP kept both projects tracking toward a Q3 2026 NTP and 2028 COD.
